Description :

City Planning: Manages the personnel, budget, and activities of the Land Development Division's Plan Review Section. Supervises Licensed Engineers, Engineers in Training, and Engineering Technicians. Reviews plans of privately funded public infrastructure engineering/construction documents of streets, site disturbance plans, storm and sanitary sewers, grading, easements, maintenance agreements, and records that are required to satisfy the City Council's requirements for the development.

Public Works: Designs and reviews pavement marking and traffic sign plans. Works as a project manager for various traffic engineering projects as assigned. Provides engineering solutions to roadway capacity issues and traffic safety problems. Designs and lays out potential road diet improvements. Works with other departments, staff, and elected officials to design and layout bicycle facilities within the roadway. Coordinates with other departments and MODOT related to transportation infrastructure improvement projects. Prepares conceptual design of roadways and intersections. Prepares ordinance requests and attend City Council meetings and committee meetings as needed.

Water: Provides administrative and supervisory activities managing and engineering multiple projects related to improvements for projects within KC Water's sanitary sewer and combined sewer collection system as part of the Smart Sewer Program. Maintains professional engineering activities involving the planning, analysis, design development, construction, renovation, maintenance or operation of utilities, asset management and related projects. Identifies and develops applications and work standards for improvements and efficiencies. Provides technical review, for the Program Consultant Team, Smart Sewer Division Head and Utility Officer in key focus areas, including: Hydraulic Modeling, Inflow/Infiltration Reduction Program, Green Stormwater Infrastructure, and Regulatory Compliance. Reviews regulatory compliance reports and documentation to meet requirements of the Smart Sewer Program Federal Consent Decree. Provides consultation with internal divisions, consultants, contractors, and other stakeholders as required in the analysis, design, review of plans/specification, and inspection of construction work for compliance with prescribed engineering criteria. Receives assignments in conference with a professional supervisor. Exercises good judgment to resolve technical problems, manage projects, and provides data for asset risk assessment criteria. Maintains Quality Assurance and Quality Control of contracts, construction plans, materials, and studies for adherence to Water Services rules and regulations. Writes requests for proposals (RFPs) or qualifications (RFQs) for new projects and prepares emergency response memos. Verifies conformance of the plans and specifications prepared by design professionals and submits Project Status Reports (PSRs). Reviews submittal materials and related asset data. Performs limited design, as well as drafting and computational duties in the office in preparation of studies, final plans and specifications for projects. Proposes changes to the standard specifications. Interprets and applies City ordinances, state and federal regulations, specifications, hydraulic modeling, calculations and related standards to projects. Coordinates with multiple stakeholders and the public. Assists operations staff when issues arise.

Requirements :

REQUIRES 2 years progressively responsible experience as a Registered Engineer. Within 6 months of hire date, must be registered as a Professional Engineer with Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Professional Landscape Architects. For Public Works: Preference given to applicants registered as a Professional Traffic Operations Engineer (PTOE). For Water: Preference given to applicants with wastewater and stormwater collection systems project management, infrastructure design, construction oversight related to combined sewer and sanitary sewer overflow control program projects, as well as a minimum of 6 years of combined experience with a minimum of 3 years in a project management role.
